At its March 11 meeting, the Canyon Lake City Council will consider adopting an urgency ordinance establishing a 45-day interim moratorium on the establishment or expansion of beauty-related businesses within the Canyon Lake commercial areas.

The temporary pause will allow staff time to study the growing number of beauty establishments and evaluate whether changes to zoning regulations are needed to maintain a balanced mix of businesses.

Canyon Lake has a limited amount of commercial space intended to provide a variety of neighborhood-serving uses, including restaurants, retail stores, professional offices, and personal services. Maintaining a diverse mix of businesses helps ensure residents and visitors have access to everyday goods and services while supporting the long-term economic vitality of the city’s commercial areas.

The city said it has observed a proliferation of beauty establishments in recent years. These include nail salons, hair salons, barbershops, eyelash studios, aesthetician services, permanent makeup studios, and other similar personal care establishments. Over time, these types of businesses have occupied a growing share of the city’s limited commercial tenant spaces.

Because Canyon Lake has a relatively small commercial base, a high concentration of similar businesses may limit opportunities for other types of businesses that provide essential goods and services to the community. Officials are concerned that continued growth in beauty establishments could further reduce the availability of space for other neighborhood-serving uses that contribute to a diverse commercial mix.

Current zoning regulations do not specifically limit the number, location, or concentration of beauty establishments. While these businesses are allowed under the city’s existing zoning framework, there are no standards governing how many can operate within the city’s commercial areas.

Cities are allowed to adopt interim urgency ordinances to temporarily prohibit certain uses that may conflict with zoning or general plan amendments under consideration. The law allows municipalities to maintain the status quo while studying potential regulatory changes.

If adopted, the urgency ordinance would temporarily prohibit the establishment or expansion of beauty businesses in Canyon Lake for 45 days. During that time, city staff would review the number and distribution of existing beauty establishments, analyze their concentration in commercial areas, and determine whether amendments to the city’s zoning regulations or general plan should be considered.

The temporary moratorium is intended to give the city sufficient time to study the issue and determine whether regulatory changes are appropriate, while preventing additional beauty establishments from being approved under the existing regulatory framework during the study period.
