FRANKFORT, Ky. (WBKO) – Kentucky Governor Andy Beshear has signed over 800 pieces of legislation along with the latest being House Bill 781.

The legislation will expand Kentucky’s Supplemental Nutrition Assistance Program (SNAP) education and training plan to promote stronger workforce participation and employment outcomes.

HB 781, sponsored by Representative Matt Lockett, of Nicholasville, directs the Cabinet for Health and Family Services to develop initiatives connecting SNAP participants with job readiness training, employment planning, and work-based learning opportunities.

“House Bill 781 reflects the General Assembly’s commitment to helping Kentuckians move from government assistance toward long-term self-sufficiency through workforce development,” Lockett said in a release. “This legislature is focused on expanding access to employment training and job readiness resources is an important investment in Kentucky’s workforce and economy.”

Under the law, the cabinet will establish partnerships with workforce boards, educational institutions, employers, and community organizations to create expanded opportunities for job training and career development.

The plan will also allow the state to pursue federal matching funds and implement programs that encourage healthier nutrition and food security among participating households.

Additionally, the cabinet will conduct employment assessments, develop individualized employment plans, and provide case management and employment navigation services to help participants move toward stable, long-term employment.

“This law helps ensure Kentucky is using every available tool to connect individuals with meaningful employment opportunities while strengthening families and communities across the Commonwealth,” Lockett added. “We are creating pathways for people to gain the skills they need to succeed while building a healthier, more work-ready Kentucky.”

According to the Kentucky Constitution, legislation, unless it is a general appropriations bill or contains an emergency or special effective date, will take effect 90 days after the legislature adjourns.

HB 781 will take effect 90 days after the legislature adjourns.
