Kathmandu. The House of Representatives Rules Drafting Committee has submitted a draft to Speaker Dol Prasad Aryal, designating the regulations as equivalent to federal special law.
The draft, prepared by a committee led by Rastriya Swatantra Party lawmaker Ganesh Parajuli, explicitly defines the regulations as federal special law.
This provision is outlined under Rule 259 of the draft, which also states that the regulations serve as a special privilege of the House of Representatives.

Lawmakers from other political parties represented in the House have interpreted this provision as an attempt to protect Rastriya Swatantra Party Chairman Rabi Lamichhane.
Chairman Lamichhane is currently facing legal proceedings in various courts regarding allegations of cooperative fraud.
Just today, a writ petition was filed in the Supreme Court seeking to prevent Lamichhane from performing his duties as a lawmaker. However, the Supreme Court administration has rejected the petition.
