New York Gov. Andrew M. Cuomo (D) gives reporters an update on the coronavirus pandemic in his state. The day before, Cuomo urged Senate Majority Leader Mitch McConnell (R-Ky.) to pass a bill that would allow states to legally file for bankruptcy, which McConnell has suggested states hit hard by covid-19 should be allowed to do rather than receive a federal bailout.
