Mid-Carolina Regional Airport is Growing
Hangar Expansion
Our airport is growing! The 21.4 million dollar project includes two 15,000 square foot hangars with attached office space and a row of three box hangars. The State Highway Patrol will call one of the larger hangars home off Red Acres Road, which will allow us to separate helicopter traffic from the fixed wing aircraft hangar areas. Aerowood Aviation, owned by Brandon Atkinson, is the intended tenant for the other corporate hangar. Aerowood has a flight school, service and maintenance center, and Cirrus aircraft sales.
Charter Jet Transport (CJT), also owned by Atkinson, is currently operating out of a smaller hangar. CJT provides aircraft management services to owners and offers charter flight services. They have partnered with the Charlotte Hornets to provide private transportation for team administrators, players, and their families. The larger box hangars will allow for relocation of current based aircraft and more effective use of the hangar space on the airfield.
The County received $3 million in State Capital Infrastructure Funds towards the project.

Allyson Summitt Named Deputy Chief of Rowan County Emergency Services
Rowan County Emergency Services has promoted longtime public safety professional Allyson Summitt to the position of Deputy Chief, recognizing more than two decades of service and leadership in emergency response, public safety coordination, and community preparedness.
Summitt has served with Rowan County Emergency Services in a planning and operational leadership role, helping strengthen the county’s readiness for complex emergencies. Her work has focused on improving coordination between fire departments, EMS, law enforcement, emergency management, and community partners—an approach she believes is essential to managing today’s large-scale incidents.
Summitt’s career in emergency services began in 2004 in Catawba County, where she first developed her passion for serving the community during emergencies. Over the years, she expanded her work across multiple disciplines, including fire service, public information, and emergency management, building a broad background in both operational response and public safety leadership.
Throughout her career, Summitt has been closely involved in initiatives aimed at improving readiness for active violence incidents, fire prevention, technical rescue, special operations, and hazardous materials emergencies—all of which require coordination across multiple disciplines and jurisdictions.
She has also deployed across North Carolina as a member of a State Incident Management Team, assisting communities during major emergencies and sensitive incidents. Her deployments have included response operations during Hurricane Helene, the 2025 North Carolina wildfires, and Incident Management Team support during Line-of-Duty Death events, where coordinated command, operational planning, and interagency communication are critical.
In her role as Deputy Chief, Summitt will assist with the leadership and operational oversight of Rowan County Emergency Services, supporting coordination across the county’s EMS, Fire, and 9-1-1 Communications divisions, as well as other departmental staff. She will also lead the county’s emergency management program and coordinate preparedness, planning, and response efforts with local agencies and state and federal partners. In addition, the position includes oversight of the Rowan County Rescue Squad’s administrative functions and ensuring compliance with applicable state, federal, and industry standards for specialized emergency response services, thereby strengthening the county’s ability to manage complex, multi-agency incidents.
Summitt holds a Master of Public Administration in Emergency Services Management and a Bachelor of Science in Fire Administration with a focus in Fire Investigation, along with numerous certifications in emergency management, incident command, fire inspection, investigation, and public information operations.
“With Summitt stepping into the Deputy Chief role, Emergency Services continues to strengthen its leadership team and commitment to preparedness, ensuring the community remains ready to respond to both natural disasters and complex public safety incidents,” stated Emergency Services Chief, TJ Brown.
Summitt lives in Rowan County with her husband, Greg Summitt, and their five-year-old son. Her family’s support has been an important part of her long career in public service.

Press Release: National Nutrition 2026
Rowan County Public Health Department Encourages Residents to “Discover the Power of Nutrition” for National Nutrition Month 2026
The Rowan County Public Health Department is recognizing National Nutrition Month this March by encouraging community members to “Discover the Power of Nutrition.” This year’s theme highlights the critical role nutrition plays in supporting physical health, mental well‑being, disease prevention, and long-term quality of life.
These efforts directly support the 2025 Community Health Needs Assessment, in which “Healthy Lifestyles”, which includes nutrition, physical activity, and access to care, was identified as one of Rowan County’s priority health areas. National Nutrition Month provides an opportunity to advance this priority by promoting practical tools and resources that help residents build healthy habits and improve overall wellness.
Throughout March, the department will share information and highlight simple actions individuals and families can take to strengthen their nutritional habits. Emphasis will be placed on increasing access to healthy foods, promoting balanced meals, and encouraging daily choices that support long-term health.
Supporting Healthy Habits Across the Community
National Nutrition Month encourages residents to reflect on their eating patterns and consider small, sustainable changes that align with the county’s Healthy Lifestyles goals, such as:

Press Release: MMR Vaccine Access
Rowan County Public Health Urges Residents to Stay Informed as Measles Activity Increases in North Carolina; Vaccine Access Expanded for Infants 6 Months and Older
Rowan County Public Health is encouraging residents to stay informed and ensure they are protected as measles cases continue to increase across North Carolina. As of February 20, 2026, the North Carolina Department of Health and Human Services (NCDHHS) has reported 22 measles cases statewide since late December 2025, including several in the greater Charlotte Metropolitan region. No cases have been identified in Rowan County at this time.
Most cases in North Carolina remain linked to known outbreaks, including the large ongoing outbreak in upstate South Carolina. Most infections have occurred in unvaccinated individuals, particularly children.
Vaccination Recommendations
NCDHHS strongly recommends the measles, mumps, and rubella (MMR) vaccine for:
All unvaccinated individuals ages 1 year and olderInfants ages 6–11 months who live in or regularly spend time in areas with ongoing measles transmission inthe greater Charlotte region
Early vaccination may be appropriate for infants in Rowan County. Families should consult their health care provider to determine whether early vaccination is advisable based on travel, community exposure, or household risk.
Potential Exposure Notifications
Residents who may have been exposed to measles could be contacted by Rowan County Public Health or an NC Public Health Outreach Team member. Communications may occur via phone, text, email, or in person.
Potential exposure locations will continue to be added to the statewide measles exposure list as new information becomes available.
Testing Guidance
Testing is not recommended for people who have been exposed unless symptoms develop.
Measles symptoms typically begin 7–21 days after exposure and may include:

Press Release: Missions of Mercy Free Dental Clinic
Missions of Mercy Clinic Offering Free Dental Care for Adults
SALISBURY, NC — Adults in Rowan County and surrounding areas will have access to free dental care when the North Carolina Missions of Mercy (NC MOM) clinic comes to Salisbury on March 6–7, 2026 at the Rowan Community Center (formerly the West End Plaza/old Salisbury shopping mall).
The two-day clinic will provide dental cleanings, fillings, and tooth extractions to adult patients at no cost. No appointment is required. Care will be offered on a first-come, first-served basis. Doors will open at 6:00 a.m. each day.
NC MOM is a program of the North Carolina Dental Society Foundation. The Salisbury clinic is co-sponsored by the Community Care Clinic of Rowan County and the Rowan County Health Department, and is made possible by many volunteer dentists, dental hygienists, dental assistants, and nonclinical community members.
“This clinic is about meeting a critical need in our community,” said Krista Woolly, executive director for the Community Care Clinic of Rowan County. “For many adults, access to dental care can be limited, and NC MOM helps remove barriers by offering essential services at no cost.”
NC MOM clinics were previously held in Salisbury in 2013, 2015, and 2017.
“We’re grateful to bring this level of care back to Rowan County,” said Alyssa Harris, Rowan County Health Director. “It’s a powerful example of what can happen when local organizations and volunteers come together to serve.”

Local Organizations Join Forces to Support Heart Health
Rowan County, NC – On February 6, the Rowan Public Library System, Town of Spencer Library, Rowan County Public Health, and the American Heart Association celebrate their collaboration of resources and equipment that will better support your heart health. The event begins at 11 a.m. at RPL’s Headquarters branch, located at 201 W. Fisher St. in Salisbury.
The American Heart Association supports library systems nationwide to empower community members to monitor their blood pressure through loaner kits and stations. The initiative also provides onsite heart health resources, expanding access to critical health information in communities with high rates of hypertension.
“When the American Heart Association and Public Health approached us about the possibility of bringing this initiative to Rowan County, it was an immediate yes,” said RPL Director Melissa Oleen. “The library is glad to connect its community members with free access to blood pressure monitoring resources.”
This access includes onsite stations, similar to what you might see in a pharmacy, at all four RPL branches and Town of Spencer Library. RPL will also add heart health-themed kits to its circulating collection, allowing patrons to check out blood pressure cuffs and use them at home.
Free public access to monitoring resources is invaluable. Many people do not realize they have high blood pressure, often called a “silent killer,” until they have it checked. Unmanaged, it can lead to a litany of health problems. Regular monitoring is essential for early detection and management.
“Health equity isn’t just part of our mission — it’s the heartbeat of it,” says Allison Nelson, Vice President of American Heart Association’s Community Impact Greater Charlotte Market. “By having blood pressure stations easily accessible at the libraries and loaner equipment for home use, we’re clearing obstacles to care and giving people the power to take charge of their heart health.”
Nelson’s message resonates with a need in Rowan County. “In 2025, the number one leading cause of death in Rowan County was heart disease,” explains Amy Smith, Rowan County Public Health’s Education Specialist. “One of the simplest — and strongest — ways to protect your heart is to know your blood pressure. When you know your numbers and adopt a healthier lifestyle, your quality and quantity of life can improve.”
Members of the public are welcome at this celebratory event, which kicks off at 11 a.m. with a special presentation and ribbon cutting. Light refreshments will follow.
From 11 a.m. to 2 p.m., all four of RPL’s blood pressure kiosks will be available for patron use in Headquarters’ Hurley Room. All members of the public are welcome to drop in during this four-hour window, get a baseline of their current blood pressure readings, and begin their journey to better health.
Rowan County Public Health will be onsite to share resources about its programs to support your heart health and overall well-being.
At 11:30 a.m., Youth Services staff will present a special movement storytime in Stanback Auditorium. Designed for families, all ages are welcome.
At 12:30 pm, also in Stanback Auditorium, a free “Medicare 101” presentation will share basic information about how the program works, who qualifies, and what rules apply. Those interested in learning more about Medicare are encouraged to attend. To learn more about this presentation, call 704-216-8218.
After this special event, one of the blood pressure monitoring stations will be installed at each of RPL’s four branches, located in Salisbury, Rockwell, China Grove, and Cleveland. The stations will be available for patron use anytime during branch operating hours. Access is first-come, first-served.

Rowan County Celebrates Second Graduating Class of RCCLA
Rowan County proudly recognized the second graduating class of the Rowan County Civic Leadership Academy during the Board of Commissioners meeting on February 16, 2026. The eight-week program provided participants with an in-depth look at county government, offering firsthand exposure to departmental operations, decision-making processes, and the essential services that support residents each day.
Throughout the program, participants visited county departments, engaged with staff and leadership, and gained a deeper understanding of how county government functions as an interconnected system. As part of the graduation celebration, each participant was invited to share one insight they found either most surprising or most impactful. Reflections included appreciation for the dedication of county employees, a greater awareness of the complexity of budgeting and resource allocation, and a new understanding of the breadth of services provided by Rowan County.
Several participants noted that the budget simulation was particularly eye-opening, illustrating the challenge and responsibility of balancing priorities while meeting community needs. Others shared how the experience reinforced the idea that county decisions rarely exist in isolation and often have far-reaching impacts across multiple services.
Rowan County extends its sincere congratulations to the graduates for their commitment, curiosity, and engagement in local government. Appreciation is also extended to the county staff whose time and effort made the Civic Leadership Academy a success. The county looks forward to seeing how these graduates continue to stay involved and lead within the Rowan County community.

Press Release: TJ Brown Named Chief of Rowan County Emergency Services
Salisbury, NC – TJ Brown has been selected to be the Rowan County Chief of Emergency Services. Brown has 29 years’ experience in public safety. He has served 25 years as a full-time Rowan County employee with the last three years serving as the Deputy Chief. Chief Brown stated, “It is an honor to serve Rowan County in this role. I look forward to building on our strong partnerships within the public safety community as we continue to serve our citizens with excellence.”
During Brown’s tenure in Emergency Services, he played an integral role in advancing Emergency Services practices from a time of pen and paper to a modern, technology-driven operation that enhances efficiency, accuracy, and emergency response capabilities.
County Manager Aaron Church stated, “TJ’s experience, leadership, and dedication to public safety make him well suited to serve as Chief of Emergency Services. I am confident he will continue advancing Public Safety in Rowan County.”
Brown began his public service in 1996 while still attending East Rowan High School joining the Granite Quarry Fire Department as a Junior Firefighter as well as the Rowan EMS Explorer Post. He served as the Emergency Services Deputy Chief for 3 years after serving time in the Emergency Management and EMS Division Chief roles. He is nationally certified as a Paramedic. Brown holds numerous other certifications related to public safety.
In 2018, Brown graduated FEMA’s National Emergency Management Academy. In 2024, he earned a Certificate in Municipal and County Administration from the University of North Carolina at Chapel Hill.
Brown attends Calvary West Church. He is married to Kristi Brown and they have two children.

Rowan Community Center Entrance Changes for Construction Zone
The entrance at the Board of Elections will be set to close on June 1, 2025, and will not reopen until the Health Department construction concludes in 2026. Please review the RCC Construction Zone Map (PDF) showing the alternate entrance for tenants and the public to use. The new main entrance will be where the fountain was (at the round-a-bout where the flag poles are). This map along with closure information signs will be posted at all Rowan Community Center doors and on the A-frames along the concourse.
There will be an added Emergency Exit in Unit Q (next to Board of Elections training room). It will be labeled and the gate will be rolled up when it is ready. Please let us know if you have any questions.
