Consultant Opportunity: Documenting Lessons from Pakistan’s Large-Scale Food Fortification Program

Nutrition International is currently seeking a qualified consultant to document program learnings from Pakistan’s long-running large-scale food fortification (LSFF) initiatives. This consultancy presents a unique opportunity for experienced public health and nutrition professionals to contribute to impactful knowledge products that support global nutrition strategies.

Background

For over two decades, Nutrition International has collaborated with the Government of Pakistan to implement and strengthen large-scale food fortification programs. These initiatives focus on fortifying staple foods such as edible oil, salt, and wheat flour to address widespread micronutrient deficiencies.

With financial support from international donors, including Global Affairs Canada and the Gates Foundation, the organization continues to provide both technical and operational assistance to public and private sector stakeholders. As these programs evolve, there is a growing need to systematically document successes, challenges, and lessons learned to inform future interventions.

Purpose of the Consultancy

The primary objective of this consultancy is to capture and analyze key insights from Pakistan’s LSFF programs. The selected consultant will transform these insights into high-quality knowledge products designed for both technical and policy audiences.

These outputs will play a critical role in shaping future nutrition programming, strengthening policy frameworks, and contributing to global evidence on food fortification.

Scope of Work

The consultant will undertake a comprehensive review and documentation process that includes:

A thorough analysis of program materials will be required. This includes internal documents such as project plans, strategy papers, donor reports, monitoring data, and progress updates.

In addition, the consultant will review external sources, including peer-reviewed publications, scientific reports, global guidelines, and relevant research on fortified foods in Pakistan. The aim is to synthesize findings related to the effectiveness, challenges, and impact of LSFF initiatives.

2. Stakeholder Engagement

Regular consultation with the project team is a key component of the assignment. The consultant will schedule at least two meetings per month with designated focal points to refine content, discuss progress, and address challenges.

Based on agreed topics, the consultant will produce a range of outputs, including:

Manuscripts suitable for submission to peer-reviewed journals

Conference abstracts, posters, and presentations

Case studies for internal and external dissemination

Program briefs summarizing key findings

All deliverables must meet high academic and professional standards and be suitable for global dissemination.

Duration and Timeline

The consultancy will span 18 months, from April 2026 to September 2027. The total level of effort is estimated at 100 working days, allowing flexibility in scheduling while ensuring timely delivery of outputs.
