Judge rules no qualified immunity Columbia Police officer who shot teen

COLUMBIA, S.C. (WOLO)– Weds, April 29, 2026, judges with the U.S. Fourth Circuit Court ruled the Columbia Police officer who shot and killed a teen after they ran from him does not have qualified immunity.

It happened in 2020 when Columbia Police Officer Kevin Davis shot and killed 17-year-old Joshua Ruffin after he was running away from the officer in the North Main Street area.

According to the report, Ruffin did have a firearm on him, but didn’t make any threatening move toward the officer.

The ruling clears the way for the case to now go to trial in civil court or for settlement.
