After Harris-Muhammed had concluded her presentation, School Board Chair Brandon Rodgers said, “Thank you for what you uploaded into Board Docs. We also have a policy that is JHCF in our policy manual that is different than that one that you uploaded, and it’s actually titled as our Student Wellness Policy, so it’s different than that policy that you have given us.

“So part of what I think we need to reconcile is that we have policy JHCF and we have that Student Wellness Policy that’s a separate policy outside of our policy manual,” he continued. “I think that’s where some of the confusion came in last time, with (Board Member) Dr. (Deborah) Goodwyn, was trying to reconcile between the attachments that were here and then the actual policy manual.

“And I think what we might need to do is figure out a way to consolidate so that we don’t have these two different guidance documents that we’re operating under and potentially having conflicting information,” he added.

Harris-Muhammed said that in reference to the policy she posted, she had pulled it directly from the division’s policy manual that is online, and it was under Food Nutritional Services.

Rodgers said, “Board members, I don’t know what you’ve had an opportunity to review, if you’ve had a chance to look at JHCF or the manual. We can table to reconcile to a single manual. I know that this draft does not have all of the same information that JHCF does, and I would be hesitant to adopt in lieu of JHCF, and it also isn’t as comprehensive as the policy procedure manual that’s already in use for the student nutrition policy.

“And I apologize, Dr. Harris-Muhammed, I hadn’t gotten a chance to reconcile this when we last spoke,” he added. “So any thoughts on how the board would like to proceed.”

Harris-Muhammed said she had a recommendation.

“The recommendation is that you take the policy JHCF and you bring the current Food Nutritional Policy that is similar and make sure that it’s clearly identified the one is a procedural process and then the other is your actual policy and making sure that you include the recommendations from the General Assembly,” she said.

Board Member Natalie Dever King said, “And the current policy that — the JHCF — it’s under the student section of our policy manual, so we’ll need to amend it for ‘staff’ as well.”

“Correct, because it has to include both,” Harris-Muhammed said.

After summarizing Harris-Muhammed’s recommendation, Rodgers said, “I think I would add to that that maybe that food and nutrition document becomes the procedural guidance and the policy remains the policy as is written in the policy manual to avoid that confusion going into the future, so that could be some direction taken to get those two to align.”
